Implementation Plan for Opening up of Zhengzhou in 2020

(hereinafter referred to as the "Plan") was released a few days ago. It proposes that Zhengzhou will continue its mission as a trade and transportation hub. This will be initiated by the construction of a pilot free trade zone and based at the Zhengzhou Airport Economy Zone. Zhengzhou will concentrate its efforts on building an international transport hub portal and a leading area of openness and international cooperation. It will push forward with the construction of a national central city, and create a high-quality regional growth pole at a higher level.

In 2020, Zhengzhou Xinzheng International Airport should handle 33 million passengers and 532,000 tons of cargoes and mails; the CRE (Zhengzhou) should increase running trains to 1,100; the city's cross-border e-commerce transaction volume should rise by 20%; block trains for sea-rail combined transport should deliver 12,000 TEUs for customs declaration at Zhengzhou Customs District. The leading role of opening up should be consolidated. 98% of 256 reform and innovation tasks for China (Henan) Pilot Free Trade Zone Zhengzhou Area should be completed. Functions of ports, customs clearance, bonded areas and multimodal transport should be improved. Service support of the opening up system should be enhanced. Domestic and foreign investments in actual use should reach 260 billion yuan, total imports and exports 413 billion yuan, service outsourcing output values 570 million U.S. dollars, and total outbound investments 750 million U.S. dollars. International cooperation should be further promoted.

In 2019, Zhengzhou's direct imports and exports totaled 412.99 billion yuan, an increase of 0.6% over the previous year. 85 foreign-funded enterprises were newly approved, 3 more than that of the previous year, or an increase of 3.7%. The contracted foreign investment in use amounted to USD2.39 billion, up 108%. The foreign direct investment actually utilized was USD 4.41 billion, up 4.6%. The domestic fund inflows from outside the city were 223.54 billion yuan, up 6%. The overseas investment was USD 760 million, up 10.3%. 53.51 million cross-border e-commerce packages were shipped, down 28.8% from a year earlier.

However, thanks to increasingly wider openness, Zhengzhou's foreign investment has steadily increased, with the scale hitting a new high. According to the Plan, Zhengzhou will develop the strengths of different areas: strong economic competitiveness in the east, convenient traffic in the south, beautiful scenery in the west, abundant academic resources in the north, enhanced service functions in the central part, and good connectivity of the whole urban area, and will attract investments according to different demands of these areas. Zhengzhou will introduce 16 preferential policies for investment attraction in line with regional industrial development. The value of new contracted projects for regional industrial development has reached 324 billion yuan, and the investment in newly-commenced projects 189 billion yuan. At the same time, Zhengzhou will attract investments in industrial transformation and upgrading. The contracted value of projects of more than 100 million yuan in advanced manufacturing, strategic emerging industries and producer services has totaled 150 billion yuan, 100 billion yuan and 65 billion yuan, respectively.

According to the Plan, in 2020, Zhengzhou will build a full-featured, highly-competitive port ecosystem, a domestic first-class comprehensive bonded area, a "one-stop" fast customs clearance service system, an intensive and efficient multimodal transport system, and an open and integrated industrial ecosystem. Zhengzhou will push forward with reforms that delegate power, improve regulation, and upgrade services, cut application formalities for market players by 50%, complete approval of corporate investment and construction projects in 70 days, and build a high-standard "single window" for international trade, establishing the business environment in the first array of national ranking. At the same time, Zhengzhou will build an international consumption center, and turn Erqi commercial district into a spiritual home for Zhengzhou people, a consumption center of Henan Province and a model of national urban revival, and Zijingshan Road into a well-known urban commercial street at home and abroad.

Regarding the construction of the four "Silk Roads", the Plan proposes that Zhengzhou will build an "Aerial Silk Road" comprehensive pilot zone; proceed with the "China Railway Express (Zhengzhou) " project, accelerate the development of the Southern European route, and start the operation of Guangxi-Zhengzhou-Europe inter-provincial block trains; establish a special exhibition and trade center for imported commodities along the Silk Road Economic Belt, an international cold chain logistics center, and a ZIH multimodal transport distribution center; foster 4 new cross-border e-commerce demonstration zones of provincial level; promote the seamless connection with the "Maritime Silk Road", and open up 2 characteristic routes at home and abroad.

, an attachment to the Plan, this year Zhengzhou will launch 143 key projects for opening up. Among them, there are 5 international transport hub portals, 23 leading areas of opening up, and 115 international cooperation projects.
